By resolution of the Central Committee of the CPSU and the USSR Council of Ministers inthe Semipalatinsk region in 1947 was created the polygon, where the period of 1949-1989 were tested nuclear weapons.
As a result of these tests, the settlements adjacent to the area of the polygon, for many years have been affected by radioactive contamination. To control the radiation-hygienic situation and to estimate the health of the population, in March 1957 in Semipalatinsk was opened specialized confidential medical institution - Dispensary №4 of MoH of the USSR. In 1967 it was renamed in “Antibrucellar Dispensary” № 4 of MoH of the USSR. In 1989 was renamed in Radiological clinic of MoH of the USSR.
After the disintegration of the USSR, by the Decree of President N.A. Nazarbayev № 409 in 29.08.1991 was closed the Semipalatinsk nuclear test site.
In August 1991, on the basis of the clinic, there was created the Institute of Radiation Medicine and Ecology of the MoH of the Kazakh SSR.
On the basis of the Resolution of the Government of the RK № 1335 of 25.12.1998 Institute of Radiation Medicine and Ecology MoH of the RK was reorganized into the RSBSE “Scientific-Research Institute for Radiation Medicine and Ecology”.
On the basis of the Decree of the Government of the Republic of Kazakhstan No. 666 dated 19.10.2018, the RSBSE «Scientific Research Institute for Radiation Medicine and Ecology» of the MoH of the RK was reorganized into the Scientific Research Institute for Radiation Medicine and Ecology of the non-commercial joint-stock company «Semey Medical University».
From 1957 to 1960 Clinic № 4 of MoH of the USSR headed by Katkova A.N. Under her supervision, was set up mobile group of radiation and hygienic department, whose task was to select environmental objects and local foods for the subsequent evaluation of their nuclear fission products content.
From 1960 to 1962 chief medical officer of Clinic № 4 becomes Smirnov A.A. Under his supervision, there was created a medical department. Department staff carried out medical examinations of the population of different regions adjacent to the polygon.
Makerova S.I. Gusev B.I. From 1962 to 1975 - chief medical officer of antibrucellar clinic № 4 was Makerova S.I. During this period, divisions were significantly enlarged and included radiation-hygienic department, clinical department, administrative and economic department.
From 1976 to 1997 at first Clinic and then the Institute for Radiation Medicine and Ecology was headed by MD Gusev B.I. Under his supervision, there were developed the main documents containing data on numeric and age-sex structure of the groups of radiation risk and effective equivalent doses. These data allowed to prepare the project of the Law “On social protection of citizens suffered from the tests at the Semipalatinsk nuclear test site”, adopted by the Government of the Republic of Kazakhstan on 18th December 1992, № 1787-XII.
From 2001 to 2019, the Scientific Research Institute for Radiation Medicine and Ecology was headed by Doctor of Medicine, Professor Apsalikov K.N. Under his leadership, the Institute becomes the head institution of the Ministry of Healthcare of the Republic of Kazakhstan on radiation medicine and ecology in Kazakhstan. Rehabilitation programs for the population of the Republic of Kazakhstan affected by a nuclear weapon test are being developed and implemented. With the direct participation of the director of the SRI RME Apsalikov K.N. in 2002, a clinic was established at the SRI RME, in which the clinic-diagnostic department and the rehabilitation department began to function to provide specialized medical care to the population affected by the activities of SNTS.
In 2003, at the institute’s base, together with Japanese scientists from the Radiation Effects Research Foundation, the State Scientific Automated Medical Register (hereinafter SSAMR) of the population affected by the SNTS was created. SSAMR entered the European database of the scientific platform «MELODI» for the study of small doses of radiation on the human body. The registered information allows to developing and implementing the effective social and medical programs aimed at the treatment and medical rehabilitation of the affected population and their descendants, as well as predicting the risks of developing individual diseases in radiation risk groups.
Muldagaliev T.Z. In 2014, a system of personified accounting of the liquidators of the accident at the Chernobyl nuclear power plant and their descendants was created. Under the leadership of Apsalikov K.N. the Institute has concluded agreements and memoranda of scientific and technical cooperation with specialized research centers in Japan, Russia, the USA, Germany, Great Britain, Belgium, France, Norway and Israel. 10 international projects completed. Under his leadership, defended 21 candidate and 4 doctoral dissertations.
According to the National Business Ratings Union, the Scientific Research Institute for RME became the «Industry Leader 2016» taking 10th place (a silver rating) according to the CCEA 72.19.9 Other research and development in the field of natural sciences and engineering and 17th place (a silver rating) according to the CCEA 72 Scientific research and development among state and communal enterprises-leaders of the Republic of Kazakhstan on national financial and economic ranking of enterprises according to the «Growth Rate» indicator. During the leadership of Apsalikov K.N. the institute occupies a leading position in the rating of assessments of the activities of research institutes in terms of indicators of scientific and innovative activity.
From 2019 to the present, Director of the Research Institute of Radiation Medicine and Ecology of the non-profit joint-stock company Semey Medical University, candidate of medical sciences T.Zh. Muldagaliev
